Minimum requirements before you start
Only certain types of vinyl can be tiled over, and only when they meet strict conditions.
Rigidity
- The vinyl must be hard and rigid with no flex, compression, or movement under foot. Tile adhesive cannot compensate for flexible substrates.
Bonding
- Vinyl must be fully bonded to the substrate underneath. Loose edges, bubbles, or hollow areas are not acceptable.
Dryness
- There must be no moisture trapped under the vinyl. Moisture causes adhesive failure and long term debonding.
Quick checks that tell you what prep you need
Identify the vinyl type
Vinyl flooring falls into several categories, and only some are suitable for tiling.
- Rigid glue down LVT or vinyl planks can be tiled over only if they are fully bonded.
- Older glue down PVC tiles can sometimes be tiled over, but only if every tile is firmly fixed.
- Sheet vinyl is unsuitable.
- Click or floating vinyl floors must always be removed.
If the vinyl moves even slightly, tiles will crack or debond.
Rigidity tests
- Lift and flex test. Cut a small corner and pull gently. If it lifts easily or the backing feels soft or spongy, it is not suitable.
Tap test
- Tap the surface and listen. A solid sound is acceptable. A hollow or drummy sound means the vinyl is delaminating and must be removed.
Walk test
- Walk slowly across the floor. There should be no soft spots, flexing, bubbles, or sponginess. If any movement is detected, the vinyl must be removed and the underlying substrate prepared instead.
Removing unsuitable vinyl
- Vinyl must be removed if it is cushioned, flexible, floating, lifting, loose at edges, or moisture damaged.
- After removal, scrape off all adhesive residue. Black or solvent based adhesives must be ground off completely.
- Once removed, prepare the underlying substrate in accordance with the Concrete and Screeds guide or the relevant timber substrate requirements.
Preparation steps for suitable vinyl
Clean thoroughly
- Vinyl surfaces attract wax, polish, oils, and cleaning residues. Clean aggressively using a degreaser, scrub the surface, rinse with clean water, and allow it to dry completely. Any residue left behind will prevent bonding.
Abrade the surface
- Abrasion is essential. Use coarse grit sandpaper, abrasive pads, or light grinding to remove the glossy finish and create a mechanical key. The surface should appear dull and lightly textured.
Repair low spots and damage
- Any worn areas, gaps, or low spots must be filled using a suitable patching mortar or skim screed. An uneven vinyl surface will result in uneven tiles.
Priming vinyl flooring
- Vinyl is a dense, non absorbent polymer surface. Tile adhesive alone cannot bond reliably to it.
- Vinyl surfaces must be slurry primed to create a cementitious bonding layer before tiling.

- Diluted primers are not suitable for vinyl surfaces.
Coverage rules (bond quality)
- Vinyl installations require maximum adhesive contact.
- Aim for at least 95 percent adhesive coverage across all tiles.
- Lift tiles frequently during installation to confirm full contact and proper ridge collapse.
Movement and joints
- Movement joints are critical when tiling over vinyl, as the original system was designed to allow movement.
- Provide perimeter joints, doorway transitions, structural breaks, and joints every 3 to 5 metres depending on room size. Fill joints with a flexible sealant such as silicone. Do not grout movement joints.
Never tile over these vinyl conditions
- Stop and remove the vinyl if you encounter flexing or compression, soft backed material, floating or click systems, bubbles or warped sections, failing or gooey adhesive, moisture beneath the vinyl, heavy surface coatings that cannot be removed, vinyl installed over damaged timber, or slurry priming not applied.
